Before November 2023, getting a Washington State document recognized in China required consular legalization — a multi-step process that involved:

Notarization of the document
Authentication by the WA Secretary of State
Authentication by the U.S. Department of State
Final legalization at the Chinese Consulate in San Francisco or Chinese Embassy in Washington, D.C.

This process typically took 4-8 weeks and cost several hundred dollars in fees across the various agencies.

Now, with China’s membership in the Hague Convention, the entire process is replaced by a single apostille from the Washington Secretary of State. That is it. One certificate, one step, done.

What Documents Can Be Apostilled for China?

Any document that qualifies for a Washington State apostille can now be used in China with just that apostille attached. The most common documents we process for clients sending documents to China include:

Important Details to Know

While the process is much simpler now, there are a few things to keep in mind:

The apostille only replaces the authentication chain. If China requires a certified translation of your English-language document, you still need that translation. The apostille authenticates the original document; the translation is a separate matter.

Federal documents still go to the U.S. Department of State. If your document is federal (FBI background check, IRS form, etc.), it must be apostilled by the U.S. State Department, not the WA Secretary of State. China’s Hague membership does not change which authority issues the apostille — it just means China now accepts apostilles.

Some Chinese agencies may still be adjusting. While the Hague Convention is in full effect, some local Chinese government offices may have outdated procedures. If a Chinese agency tells you they still need consular legalization, they may not be aware of the change. The apostille is legally valid — you may need to point them to the Hague Convention provisions.
